Reducing industrial in taking water can not only coordinate economic develop-ment and water resource conflict, but aslo can reduce industrial waste water, in total water pollution damage. It is possible to establish a relationship between in-dustrial in taking water and industrial construction. This relationship make it possi-ble to provide information to assist in making effective decision on industrial con-struction and in taking water coordinating. It should be recognized that modified-optimization is possible, since a number of industrial category system designs exist that produce the same level of products at different level of in taking water. The aim of the paper is to present a case study to proof that the method is available in practical and theory.
