Abstract:
Industrial parks account for a considerable part of the pollutant and greenhouse gas emissions. To contribute to the goal of achieving the carbon emission peak and carbon neutrality, the industrial park is expected to transfer to the high-quality development pathway by synergistically reducing pollution and carbon emission. The connotation of the synergistic effect of pollution reduction and GHG mitigation in the industrial park was defined in the aspects of industrial development, energy structure, circular economy, pollution control, and operation & management, which integrated relevant government regulatory documents, such as the carbon emission peak plan, 14th five-year plan for energy saving and emission reduction, implementation plan for synergistic reduction of pollution, and GHG, et al.. A comprehensive index IPSR was constructed to evaluate the progress of the industrial park based on the interpretation and relevant country-level evaluation documents. The evaluation system was tested in a selected industry park, to check the performance from 2018 to 2020. The case park achieved the progress of IPSR over the past three years and reached 70 in 2020 with 100 being an optimal score. The key points to improve IPSR shall focus on building low-carbon and efficient industries, reducing the proportion of fossil energy consumption, optimizing the pollution control strategy, and continuing to promote infrastructure construction.
