冬奥会期间潍坊市工业源大气污染物管控措施及效果评估
Control measures and effect evaluation of industrial air pollutants in Weifang during the Winter Olympic Games

摘要: 分析探究冬奥会期间工业源大气污染物排放特征和变化规律,可为重大活动期间空气质量保障方案制定和优化提供科学指导。基于潍坊市31个行业352家安装在线连续监测系统(CEMS)企业大气污染源排放数据和150个环境空气质量监测站点数据,分析了保障期空气质量与排放量关系以及不同行业、不同管控措施企业的落实情况与减排效果,结果表明:① 冬奥会保障期间工业企业烟粉尘、SO2和NOx减排量分别为8.8t、92.4t和273t,排放量削减比例分别为20%、31.4%和26%,工业企业管控效果良好;PM2.5、SO2和NO2浓度分别下降24%、11%和16%,空气质量改善明显;各污染物削减和空气质量改善空间分布上相对应。②停产类企业保障期排放量基本完全削减,限产类企业实际排放量削减(23%-26%)与一般管控措施减排要求(20%-30%)基本吻合,停限产企业管控措施落实到位;限产类和自主减排类企业减排量占总减排量的比例接近90%。③火力发电、钢铁等12个排污量较大的行业对所有行业总排放量削减贡献为96.7%,涉气工业企业排放量削减主要来自于重点排污企业。④以生产余热承担居民供暖的钢铁企业建议通过控制烧结机排放达到相应的减排效果。

Abstract: Analyzing the emission characteristics and change feature of air pollutants from industrial sources during the Winter Olympic Games can provide scientific guidance for the formulation and optimization of air quality assurance schemes during major events. Based on the online monitoring data of 352 industries which have installed CEMS as well as the ambient monitoring data of 150 sites in Weifang City, the paper analyzes the relationship between air quality and emissions during the guarantee period as well as the implementation and emission reduction effect of enterprises in different industries and different control measures. As the results: ① The effection of industry management is well, with the emission reduction of smoke, dust, SO2 and NOx of industrial enterprises are 8.8 tons, 92.4 tons and 273 tons respectively, and the ratio of emission reduction is 20%, 31.4%, and26%. The concentrations of PM2.5, SO2 and NO2 are decreased by 24%, 11% and 16% respectively, which means a significant improvement in ambient. ②The emissions of enterprises that production activities have been stopped in the guarantee period are basically reduced completely, and the actual emission reduction (23%-26%) of enterprises that production have been limited are basically consistent with the emission reduction requirements of general control measures (20%-30%), as a result, control measures of enterprises in stop production and limit production are in place. The emission reduction of enterprises with production in limit and freedom is accounting for nearly 90% of the total emission reductions. ③ 12 industries which provided the most percentage of contaminant emission, such as thermal power generation and steel, is contributing 96.7% to the total emission reduction. The emission reduction of gas-related industrial enterprises mainly came from the key emission enterprises. ④ Iron-making enterprises which use production waste heat to undertake residential heating suggest to achieve the corresponding emission reduction effect by controlling the emission of sintering machine.
