我国环保产业投入与产出的空间非均衡性分析

摘要:
环保产业是我国七大战略性新兴产业之一,加快发展环保产业是促进发展方式转型、提高经济增长质量的重要举措。本文基于空间非均衡性理论与测算方法,构建了环保产业投入与产出评价指标,计算了我国环保产业投入与产出的基尼系数,并探究东中西部环保产业投入与产出的空间差异。结果发现,我国环保产业投入水平呈现出地区间均衡发展的趋势,但产出水平与投资效率的空间非均衡性却不断增强。同时发现,在环保产业投入水平方面东中西部间基本一致,在产出水平方面东部和中部地区明显优于西部地区,在投资效率方面东部地区遥遥领先其他区域。依据空间非均衡性理论,从产业发展基础、路径依赖和空间溢出效应等方面对环保产业的空间均衡性成因和发展趋势进行了解析。为加快环保产业均衡发展,提出了保证东部地区的环保投入力度,发掘中、西部地区环保产业发展的新动力,充分利用产业发展的空间溢出效应的政策建议。

Analysis of Spatial disequilibrium about input and output of environmental protection industry in China

Abstract:
As one of the seven strategic emerging industries in China, Environmental protection industry should be accelerated to promote the transformation of the development mode and to improve the quality of economic growth. Based on the theory and measurements of spatial disequilibrium, Gini coefficients was calculated and the spatial differences of input and output between east-central-west regions was explored by establishing indicators about input and output of environmental protection industry in China. The results show that the input level of China"s environmental protection industry has shown a trend of balanced development among regions while the spatial imbalance about the output level and the input-output efficiency has been increasing. At the same time, it is found that east-central-west regions are basically alike in terms of input level and the eastern and central regions are significantly better than the western regions in terms of output level and the eastern region is far ahead of other regions in terms of input-output efficiency. On this basis, the causes and trends of the spatial equilibrium of environmental protection industry are analyzed from the perspective of development foundation, path-dependence and spatial spillover effects. As a result, several policy suggestions are put forward to speed up the balanced development of environmental protection industry, such as ensuring quality and quantity of environmental input in the eastern region, exploring the new impetus in central and western regions, making full use of the spatial spillover effect.
