基于AP-42方法的2019年我国大陆加油站VOCs排放分析

摘要: 加油站成品油销售过程产生的VOCs由于物种活性高、臭氧生成潜势大,一直是我国大气O3污染防治的重点领域之一。但由于我国加油站分布量多面广、油气排放泄露点众多等原因,加油站VOCs污染减排难度较大。本文在分析我国2019年分省油品消费量情况、省会城市环境地理信息等的基础上,利用美国环境保护署(EPA)人为源空气污染物排放清单编制技术手册(AP-42)中推荐的加油站VOCs排放测算方法,定量测算研究了2019年我国大陆各省市加油站VOCs排放因子和排放量。研究结果显示,我国各省市加油站汽油VOCs排放因子平均为2.41kg/t,但差异性较大,海口市加油站汽油VOCs排放因子与拉萨相比相差达1.35倍。未考虑控制情景下2019年我国大陆地区加油站VOCs排放量约41.48万吨,主要集中在我国南方城市(广东、江苏、湖北、四川、湖南、浙江、安徽、福建)和地域人口大省(河南、山东、和辽宁)11个省份,占到了总排放量的64.54%。我国加油站VOCs减排潜力仍十分巨大,当汽油油气回收效率达到90%及以上时,加油站VOCs将下降到5.44万吨以下。考虑差异性的管控措施情景下,我国加油站VOCs也将下降25-30万吨。研究结果可为我国十四五期加强加油站VOCs污染管控提供借鉴。Abstract: VOCs emission from gas stations has been one of the key areas of atmospheric O3 pollution prevention in China due to high species activity and great ozone generation potential. However, there are still many problems in the prevention and control of VOCs Pollution in gas stations due to the wide distribution of gas stations in China and the large number of VOCs leakage points. Based on the analysis of China's refined oil consumption by province in 2019 and the environmental geographic information of provincial capital cities, this paper quantitatively calculated the VOCs emission factors and emissions of gas stations by provinces in China Mainland in 2019 by using the method in the technical manual for the compilation of anthropogenic air pollutant emission inventory (AP-42) recommended by the U.S. Environmental Protection Agency (EPA). The results showed that there were great differences in VOCs emission factors of gas stations in various provinces in China. The VOCs emission factor of gas stations in Haikou city is 1.35 times difference compared with that of Lasha city. In 2019, the VOCs produced by gas stations in the mainland of China was about 414 8 thousand tons. The VOCs mainly concentrated in 11 provinces in southern China (Guangdong, Jiangsu, Hubei, Sichuan, Hunan, Zhejiang, Anhui and Fujian) and provinces with large regional population (Henan, Shandong and Liaoning), accounting for 64.54% of the total emissions. The VOCs emission reduction potential of gas stations in China is still very great. When the vapor recovery efficiency of gasoline reaches 90% or above, the VOCs emission of gas stations will drop to less than 544 thousand tons. Considering the different control measures, the VOCs of gas stations in China will also drop by 250-300 thousand tons. The research results could provide reference for China superviser to strengthen the VOCs pollution control of gas stations in the 14th five-year plan.
