Abstract:
When dealing with nuclear pollution accidents, it is necessary to the refine the early warning technique to support joint defense action. For locations including Dayi village, Dazhou village, Hongyanhe town, Tuoshan village, Xiyang village and Fuda line emergency evacuation route, precise emergency warnings for atmospheric nuclear pollutant transport trajectories were determined based on C4ISRE (Command, Control, Communications, Computer, Intelligence, Surveillance, Reconnaissance and Environmental Impact Assessment) and HYSPLIT 4.9 model, which was driven by FNL meteorological data from NCEP. The results showed that a nuclear pollution air mass spread into the northern border of Dayitun between 00:00:00.00 and 00:06:16.56 on April 1. It then moved outside the border of Dayitun at 00:06:46.900, taking only 29.00 seconds to shift. It arrived in the airspace of Dazhou village (altitude of 500 m) at 00:15:30.85, traversing Dazhou village from west to east. It left the airspace of Dazhou village at 00:15:46.05, taking 15.20 seconds. It then arrived in the airspace of vital emergency evacuation route 2 (Fuda route) at 00:32:14.250, taking 32 minutes and 14.25 seconds. Next, it spread into the airspace of Hongyanhe (altitude of 500 m) at 00:00:00.00 on April 1, 2014. Then, it spread away from Hongyanhe at 00:24:27.00, taking 24 minutes and 27.00 seconds. It arrived in the airspace of Tuoshan township at 00:24:28.00, spreading away from the area at 00:51:00.00, which took 26 minutes and 32.00 seconds. It arrived in the airspace of Xiyang township at 00:51:01.00, spreading away from the area at 01:05:04.70, which took 14 minutes and 37.00 seconds. The early warning and emergency response times for relevant areas were as follows:Dayi village administrative region was 376.56 seconds, Dazhou village administrative region was 931.85 seconds, and emergency evacuation route 2 was 1934.25 seconds.
