Abstract:
With the in-depth implementation of the
Air Pollution and Control Action Plan and the
Three-Year Plan on Defending the Blue Sky, the overall environmental air quality in China has been significantly improved, and the atmospheric particulate matter pollution has been reduced. At the same time, the problem of ground-level-ozone pollution has become increasingly prominent. Following PM
2.5, ozone has become another major air pollutant that affects urban air quality improvement and standard management. As one of the earliest regions in the world that began to pay attention to ozone pollution, Europe has made some achievements in ozone pollution control and accumulated rich experience after decades of prevention and control. At present, ozone pollution prevention and control work in China is in the initial stage and faces many challenges. Studying the experience of ozone pollution prevention and control in European has important guiding significance for promoting ozone prevention and control in China. This paper comprehensively searches and collects and sorts out the relevant laws and regulations, standards, and management systems of ozone pollution prevention and control in European countries, and sorts out the processes of ozone pollution prevention and control in Europe, and analyzes the changing trend of ozone precursor emissions and the evolution of ozone pollution in European countries. On this basis, this paper summarizes the experience of ozone pollution prevention and control in Europe and analyzes the deficiencies of ozone pollution prevention and control in China. Finally, the enlightenment for the prevention and control of ozone pollution for China is obtained as follows: strengthen the top-level design of ozone pollution prevention and control; improve the infrastructure to support the construction of scientific and technological capacity; deepen the scientific research on ozone pollution prevention and control; accelerate the formulation of long-term environmental action plans; establish a regional coordination and cooperation mechanism.
