Abstract: After analysing the present state of water pollution in our country and the present standard of collecting fees for discharging excessive pollutants in waste water with its defect of in practice, this paper deals with the necessity of adjusting the standard fees; presents the recommendation based on the five principles, with scientific calculation, optimization of alternatives and reasonable distribut ion ofpollutant load; and analyses the economy and the significance of recommendedstandard.
