Abstract: This paper applies modern management science to analyse the function and inner relation of practical environmental management system in Changzhou and existing problems in current operation. Based on the above analysis, a CZEMIS development strategies, the present development scope and further development in future are determined. CZEMIS is composed of environmental quality, pollution sources, environmental planning and computer graphics sub-systems.
