Abstract: With computer aided environmental background values survey and study of environmental planning at Qinhuangdao Municipality, in this paper, the general guiding principle, scientific research characteristics, major implementation methods (tools)of Qinhuangdao Environmental Management Information System(QHDEMlS) are expounded and environmental computer system, as well as environmental computer sciences, is enriched.
