Abstract: This paper describes the analysis of the present state and improving requirements for manual information system in pollutant discharge license management, as well as the design of logical structure model, physical model and relevant software of new management information system (MIS) . It also reports the running environment, usage, function, characteristics and results of application of the MIS software.
