Abstract: A national medium term to long term multi-departmental environmental economic quantified model is established, based on the principles of the decision theory, the information theory, the systems engineering and the National Input-output Chart (1987). The paper also introduces the study on the waste generating loads, waste treating loads, waste discharge loads and investment for the treatment. All the decision process is achieved by man-machine communication.
