Abstract: Whether the natural resources are of valuation or if they can become commodities is a problem that has been argued for a long time in our country. The rareness and shortness of environmental resources are analysed in this paper. It is indicated that the environmental resources can hardly be used evenly, effectively and nondes-tructively unless the marketability is introduced into the distribution of the resources. The establishment of a market for resources and permits of waste discharges is called on at the end of the paper.
