Abstract: This paper explains the idea that there is an optimum scope instead of an optimum point inenvironment protection investment.And based on the characteristic relationship between investmentand environmental benefits as well as quality,a new criterion for investment optimization and decision-making model for analyzing the optimum problem of environment protection investment are presented.
