Abstract: The definition,general concepts and calculation methods of the comprehensive load bearingcapacity of resource and environment had been studied.Taking the TSP,COD and DIN in the seawa-ter,the amount of water and land resources as the factors,the comprehensive load-bearing capacityof resources and environment of Qinhuangdao,a coastal city,in the year of 2000 and 2010 had beencalculated.The scientific basis for drafting the sustainable development strategy of economy and envi-ronment of Qinhuangdao was provided by the calculated results.
