Abstract: In this paper, the index system was established for the comprehensive benefit assessment of the black liquor treatment engineering in small straw pulp mills, and the analytical hierarchy process and utility theory were applied to quantitate the comprehensive benefits of a black liquor treatment project. The ranking of several small straw pulp mills in Shandong was accomplished successfully, and the results of comprehensive assessment provided scientific basis for selecting the best practical control techniques.
