Abstract: On the base of the original pollution charge method, according to the different air pollution contribution caused by enterprise’s emission, the different environmental function area on which enterprise locates, and the different financial capability, the total amount charge method was formulated in order to promote sustainable development of both environment and economy in Kaiyuan City. This paper discusses the technical principles and managing measures of the total amount charge method.
