Abstract: From the view points of sustainable development concept and its strategy,main characteristics and malpractice of traditional development outlook and its model are analyzed;and then,in the light of sustainable development concept in relevant international documents,accessible explanation and its basic connotation are given,it is emphasized that harmony between human and nature,coordination between development,resources and environment are the core of sustainable development,and through case sludy it is clarified that cooperation theory is the basic theoretical basis of sustainable development;after basic conditions of coordination between development,resources and environment are analyzed,coordination mechanism between them is mainly discussed and the model of macro control and adjustment is proposed for sustainable development.
