Abstract: A theory on contribution of sources from emission of high, middle and low chimneys to SO2 ground concentration based on the analysis of origins of SO2 ground concentration is presented. An atmospheric transfer function is gotten from the city pollution source structure, which reflects the emission manner of sources, Finally, the total amount control targets of SO2 for each city can thus be obtained.
