Abstract: The concept as well as the characteristics of new chemicals was introduced.The usual practice of environmental management on new chemicals in developed countries, the requirement by international organizations and the current situation in China were given briefly.The principles on notification of new chemicals were put forward,of which possibilities were discussed from technological, practical and economical aspects.
