中国火力发电行业减排污染物的环境价值标准估算

Evaluating the Environmental Value Schedule of Pollutants Mitigated in China Thermal Power Industry

摘要: 在我国的环境污染中,火力发电是主要的污染源之一,并造成相当可观的环境污染损失.为了制定火力发电行业减排污染物的环境价值标准,笔者应用环境经济学理论,参考中国排污总量收费标准和美国环境价值标准,对SO₂,NO_x,TSP等污染物减排的环境价值标准进行了估算.

Abstract: The thermal power industry is one of the main pollution sources in China,which has resulted in considerable economic damage.In order to establish the environmental value schedule(EVS)of pollutants mitigated in this industrial sector,the authors apply the theory of environmental economics.This application is based on China’s pollution charge schedule (PCS) on total emission and the U.S.EVS.Finally,the environmental value of SO-2,NO-x and TSP,etc.is evaluated.
