Abstract:
Based on analysis of flood disaster system, the concept of regional flood vulnerability is defined, which means the capacity to resist flood of all kinds of disaster bearers at a region. The indicators of flood vulnerability including disaster environment, disaster drivers, disaster bearers, and disaster bearing capacity of society are introduced. A model and method of regional flood vulnerability assessment is designed by analytic hierarchy process (AHP) method, with regional flood vulnerability as the target layer, disaster environment, disaster drivers, disaster bearers and disaster bearing capacity of society as the criteria layer elements, and precipitation, topology, vegetation, life, environment and economy as the indicator layer elements. In order for decision-making, the vulnerability is classified into ten grades (1~10), with greater grades indicating higher regional vulnerability to flood.
