Abstract: The author analyzed the development of the system of water environmental standard in European Union(EU), summarized the main standards and policies of it, explained the law characteristics of direct adaptation effect, primacy effect over the laws of member countries, and subsidiarity principle of EU environmental standards, concluded their implementation requirements to member countries, and put forward some suggestions for setting and implementing water environmental standards in China.
