Abstract: In order to protect and improve the air quality, the EPA of USA has developed 2003 strategic plan for clean air for the next five years. It consists of outdoor air quality, indoor air quality, climate change, radiation protection and science research. EPAs means and strategies are to: ① strengthen to partner with states, tribes, local governments, and a variety of non-governmental organizations and professional entities; ② emphasize innovative approaches to policies, regulations, and non-regulatory measures, including performance-based approaches, incentives and voluntary programs, systems of environmental management, and initiatives to promote broad environmental stewardship; ③ continue efforts with the international community to control transboundary pollution.
