糯扎渡水电站环境资源价值核算及对策研究

Research on Value Accounting of Environment Resource and Countermeasures of Nuo Zhadu Hydroelectric Station

  • 摘要: 研究了水电开发对生态环境的影响,识别和筛选出13项影响因子,按照生态环境影响程度,运用市场价值法、生产力损失法、影子价格法等方法核算了澜沧江糯扎渡水电站各项生态环境影响因子的价值损失,并对核算结果进行了修正.结果表明,糯扎渡环境资源损失为18.84×108元/a,以2001年为基准,价值损失现值为175.89×108元.在此基础上,探讨了水电站建设的可行性及生态环境资源补偿措施,指出了水电开发过程中应将生态环境资源纳入电价成本及额度,并实行耕地补偿方式.

     

    Abstract: he authors investigated the impact factors on ecosystem environment of hydroelectric exploitation, identified and screened out 13 factors and, according to the degree of eco-environmental impacts, accounted the value loss of all the impact factors of Nuo Zhadu hydroelectric station, Lancang River using market value method, productivity loss method and shadow price method etc. The results were then amended. It is shown that the annual environmental resource loss is 18.84×10~8 yuan RMB, or present value of 175.89×10~8 yuan RMB at the price of 2001. Based on this, the authors analyzed the feasibility of the construction project and the eco-environmental resource compensation measures, and proposed to involve eco-environmental resources into electrovalence cost and its amount and to carry out compensation to cropland occupation during hydroelectric exploitation.
