Abstract: Rational allocation of SO₂ emission allowance provides important foundation for implementation of total emission control （TEC）, permitting system, and emission trading. Through research and comparison of allocation approaches of ambient air quality method, historical data method, generating performance standard method and auction method, generation performance standard method is selected as the basic applicable methodology to the electric power industry. The method was piloted with success in the electric power sector in Jiangsu Province.
