Abstract: There exist big financing gaps in the construction and operation of urban wastewater treatment infrastructures. To handle this, by using FEASIBLE model, the authors simulate and forecast the financing gaps in 14 selected municipalities of Sichuan province which are all in the incident area of the Three Gorges. And then they illustrate three strategies on simulated result, i.e. taxpayers pay strategy, users pay strategy and market based financing strategy, and compare their feasibility. The analysis shows that each of the strategies has difficulty on practice. Taxpayers pay strategy cannot sure to achieve the structural goal, while the feasibility of the other two strategies depends too much on the reform of urban wastewater treatment infrastructures departments and the financing of local governments.
