Abstract: Based on the data of urban wastewater treatment infrastructure development in 14 selected municipalities of the Sichuan province which are all in the incident area of the Three Gorges, the authors use FEASIBLE model to compare the expenditure needs with the supply of investment. The analysis result shows: under the baseline, if investment does not increase, all the 14 cities can not achieve the structural goal; the structure of the sewage collection system will drag behind the sewage plant because of the shortage of the fund; financial resources depend too much upon public budget that is restricted and influenced by the demand of other social service; user pay can only afford 40 percents of the total facility operation and maintenance fee. And the authors also give reform suggestions under the baseline analysis.
