Abstract: The programme of Creating Environmental Elegant Town proposed by the State Environmental Protection Administration (SEPA) is a very important instrument to improve regional environmental quality and strengthen ecological protection. Shenzhen Environmental Protection Bureau pays much attention to the creating activities and has actively organized and taken effective measures. Eight towns (including Kuiyong), accounting for one fifth of all the country, have obtained the title of National Environmental Elegant Town. The creating work has earned achievements in raising environmental awareness, speeding up infrastructure construction, strengthening environmental protection capability building at the base level, carrying out cleaner production and absorbing investments, etc., which have played import roles in promoting coordinated, comprehensive and sustainable development of the society, economy and environment.
