Abstract: Circular economy has become the strategic choice of environmental protection in the 21st century.It will definitely bring EIA into the fourth stage,i.e."crossing and comprehensive assessment stage".In order to adapt to the development of circular economy,the authors start from the connotation of circular economy and the task of EIA,analyzes their interrelationship and interaction,and points out that in the current circumstance,"rational utilization of resources" should be regarded as another definite goal of EIA following the goal of "Discharge up to Standard" and "Gross Pollution Control".It is suggested that redline indicator system of circular economy should be formulated.The principle of formulating this indicator system is proposed.Meanwhile,it is necessary to promote the development of "Industry Chain",expand the content and scope of the assessment,emphasize the interrelationship between trans-industry and trans-enterprise,fully take the feasibility,flexibility and risk of "Industry Chain" into consideration,adjust the scope of public participants,and focus on the opinions from legal person of enterprises and companies that are on the "Industry Chain".
