Abstract:
The basic concepts, classification and their application both at home and abroad of environmental programming and decision-making were introduced. The basic models, classification and decision-making methods of environmental programming and decision-making were summarized, based on a search of domestic and international literatures. It is proposed that, in environmental programming and decisionmaking, one can consider the practical applications of the principles and methods used by the “choice models”. The idea and steps of "choice models” used in the optimal choosing of environmental programming and decision-making were elaborated through examples: one can determine "efficient points” by the figures of coordinates of all choices, and link the “efficient point” to determine the limits of possibility. When there are multiple choices, he can make the best option by the point of tangency of the no differences figure of "efficient points” and the figure of limits of possibility .
