Based on the data of different industrial departments in 2005, the forty industrial sub-sectors were re-classified, embarking on the water consumption and COD
Cr discharge double regulation. The results show that they can be divided into three types based on the water consumption and COD
Cr discharge per tenthousand RMB Yuan. One is low water consumption and low pollution, the second ishigh water consumption and low pollution, and the third is high water consumption and high pollution. According to the new industrial classification, the waterconsumption and COD
Cr discharge of the three-type industry were analyzedusing the data of 2001—2005. The results are follows: the high water consumption and high pollution industries produce 30% of total output value and discharge 85% of the total COD
Cr; the high water consumption and low pollution industries produce 40% of the total output value and consumes 75% of the total water;the low water consumption and low pollution industries produce 30% of total output value, consume 2% of the total water, and discharge less than 4% of the total COD
Cr. The new industrial classification builds double relation between industrial production and water consumption and COD
Cr discharge, thus providing a scientific basis for constructing the resource-conservation and environmentally-friendly society.
