Abstract: Circular-type economy is an important means of achieving sustainable development; it is also the embodiment of a new eco-economy type. Firstly, the historicalstatus and the realism meaning of circular-type economy were reviewed. Based on an analysis of the succession law of dominant element in the course of societydevelopment and the two basic conflicts of environmental-social system, the ecology and human direction of economy development were set forth. It was figured out that transforming the line-type economy to a circular-type economy is the need of tending towards environmental civilization. Then, the primary characteristics and key contents of circular-type economy were researched from the perspective of matter flow and energy flow, and it was elaborated that the key sectionof the circular-type economy is waste reuse. It was pointed out that circular-type economy does not pursue the close-cycle pattern, but a high eco-efficiency in the all. At last, the principle and means of integrating three kinds of social behaviors, i.e. of governments, enterprises and the public, to promote circular-type economy development were discussed.
