Abstract:
In recent years, the emission intensity of sulfur dioxide and chemical oxygen demand, two major pollution emissions, decreased year by year in China. However, from 1998 to 2007, it was found that the total discharge of major pollutants in the Central and Western regions of China did not get as good control as compared to the Eastern region, based on the baseline total discharge of major pollutants in 1998. According to the Cournot Model, this phenomenon is due to the local governments in the Central and Western regions attracting industry transfer by way of partial implementation of national environmental policies, which makes polluting enterprise transfer an associated phenomenon of regional industrial gradient transfer. Therefore, it is necessary to promote industry gradient transfer in an orderly way, strengthen positive environmental effects in the industry gradient transfer and strictly enforce national environmental policies to guard against environmental risks, so as to achieve the improvement of overall environmental quality.
